Excerpt: The model package enables the Mekong River Commission Secretariat (MRCS) to advise the Joint Committee on impacts of existing or planned projects on the river flows throughout the Basin. Therefore, the model should be developed as far as possible by the MRCS and riparian engineers to ensure necessary accumulation of knowledge for the WUP, BDP and other activities.
